An important expectation in competitive Budget Commander is that decks need to be able to handle Magda, Brazen Outlaw. Magda is capable of reliably representing game ending combos on turn 4—any deck trying to be competitive needs to be able to either keep pace with that or have the interaction necessary to prevent it.
While Budget Commander exists outside of the bracket system, it’s helpful to conceptualize them as powerful bracket 4 decks. They can win quickly and shut down opposing attempts efficiently.
The main difference between Budget Commander and cEDH is a lack of free spells and fast mana. This means that Budget decks need to first build a board and are unlikely to win entirely out of nowhere, which makes for a dynamic and enjoyable play experience.
